This Act prohibits any person engaged in the business of betting, as defined, from knowingly accepting credit, electronic fund transfers, checks, or any other payment involving a financial institution to settle unlawful internet gambling debts. The Treasury Department and the Federal Reserve Board must develop jointly and prescribe regulations requiring payment systems to identify and block or otherwise prevent or prohibit the acceptance of payment for internet gambling transactions.

What Is Internet Gambling

The Act prohibits gambling businesses from knowingly accepting payments in connection with the participation of another person in a bet or wager that involves the use of the Internet and that is unlawful under any federal or state law (termed “restricted transactions” in the Act). Online Gambling is treated differently throughout the country with several states having declared it completely illegal, some have actually legalized it, and others have legislation in the works. Not all types of online gambling are fully legal even in states that do have more or less regulated industries. There are other types of online gambling available as well. The PA Lottery offers online lottery games that play like scratch-off tickets. The fantasy sports industry is also allowed to offer online and mobile fantasy events. As of November 2019, online sports betting is up and running for PA customers with six online sportsbooks.
